作業-館藏發展政策

清雲科技大學圖書館館藏發展政策

壹、前言
本圖書館定位為學校資料、資訊、知識典範與利用中心。為有效率達成此目標,制定此館藏發展政策作為圖書館運作的依據,內容詳盡的規範了本圖書館基本的工作內容。

貳、圖書館之目標。

本館積極蒐集在教學、研究上所需圖書與資訊,並透過系統化管理與適切、適時的服務,期能配合學校各項課程並有效支援教學與研究上之重要需求。因此,本館之館藏發展政策,著重於合理分配 經費以購置適當館藏,確立館藏資料能有效、精要地徵集與淘汰,維持館藏資料的時效性與完整性,並積極參與 國內館際合作組織,藉以建立本館館藏特色。

參、館藏現況


肆、各類型資料蒐藏政策

一、一般性原則

() 符合著作權法之合法出版品。

() 符合圖書館的任務及讀者需求。

二、印刷式資料

()參考工具書:

逐步建立重點學科更具有深度的參考工具書。

基礎學科之參考工具書應予蒐藏。

一般參考工具資料如字辭典、百科全書、輿圖等應予蒐藏。

應注意其正確、新穎、權威、客觀及編排方式易於查檢者。

()一般圖書:

各系所之基礎型、學習型及研究型專業圖書。

非校內相關學門之基礎型及學習型專業圖書。

培養學生文化素養,具有知識、啟發、文化及休閒性圖書。

()期刊:

各系所推介之專業期刊為主。

具有知識性、啟發性、文化性及休閒性之期刊為輔。

徵集各學術性機關團體出版之期刊。

()報紙:

國內報紙以國內發行之各大報為主。

國外報紙以教師推介為主。

三、視聽資料

() 視聽資料的徵集,以音質、畫質良好者為優先。例如:影片類以DVD

為優先,次為VCD,再其次為錄影帶。音響類以CD為優先,次為錄音

帶。

() 各系所相關之專業教學類視聽資料,視教學功能增購VOD版。

() 具有知識性、啟發性、文化性及休閒性之教學類視聽資料,視教學功

能增購VOD版。

() 上述之視聽資料應具有公播版權或符合公播之法律規範。

四、電子資源

() 電子資源包含離線與線上之資料庫、電子期刊、電子書及免費網路資

源等。

() 電子資源以能擁有永久使用權者為優先。

() 離線與線上之資料庫收錄主題以各系所專業相關為主,一般參考性質

為輔。

() 電子期刊以各系所之專業期刊為主。

() 離線或線上之電子書以各系所提出之專業書、參考工具書及語言學習

類書為購置重點,一般非專業書為輔。

() 免費網路資源之蒐集以不侵犯他人智慧財產權為原則,注意內容之正

確、客觀、新穎、權威及連結是否異動或順暢

五、特藏

() 本館之特藏資料為本校各單位之教職員生著作,包括:

1、本校教職員生著作:

(1). 教職員之學位論文、學術論著、各項研究計畫、技術報告、單篇

論述及多媒體作品。

(2). 學生之學位論文、專題及多媒體作品。

2、本校各單位出版品:

(1). 圖書。

(2). 連續性出版品。

(3). 多媒體作品。

3、本校各類研討會會議論文集:各系所及行政單位所舉辦之研討會會議

論文集。

() 以教職員之學術著作、研究所畢業論文及各類研討會會議論文集為優

先,次為各單位出版品及學生專題。

() 屬機密級之作品不予蒐藏。

() 專區陳列,永久保存。

伍、館藏複本原則

01.圖書複本最多以5冊為原則。

02.教科書複本最多以10冊為原則。

03.期刊不購置複本。

陸、淘汰原則與方法:

一、印刷式資料

()圖書:除以下情況外,全數永久保留。

1. 已有新版之舊書,但舊版仍有學術價值者保留。

2. 因受天災損壞而不堪使用者。

3. 因使用而破損不堪,重新修補,裝訂費超過書價者。

4. 非理論性電腦類圖書保留五年。

5. 探討機器及操作技術之圖書保留十年。

6. 遺失狀況:盤點三次不到。

7. 掛失狀況:圖書外借,讀者遺失。

8. 圖書協尋:協尋五次不到。

()參考工具書

1. 新版之參考工具書可取代舊版者,舊版轉為一般圖書,提供借閱。

2. 因受天災損壞而不堪使用者淘汰,內容具參考價值者,另提採購需

求。

3. 因使用而破損不堪,重新修補,裝訂費超過書價者淘汰,內容具參

考價值者,另提採購需求。

4. 盤點三次搜尋追溯不到者,以遺失處理,內容極具參考價值者,另

提採購需求。。

()期刊

1. 過期裝訂、永久保留具學術與參考價值之期刊與學報、其他圖書

館館刊、官方統計資料、本校學術性出版品。

2. 過期不裝訂、永久保留本校非學術性出版品

3. 過期不裝訂、保留三年旅遊、電腦資訊(含所附光碟資料)、探討

機器與技術操作手冊。

4. 過期不裝訂、保留一年留學資訊、各類通訊或簡訊、休閒性、醫

藥衛生與保健常識、證券資訊(非理論性)、新聞性期刊(非理論

)、政府公報及其他不具學術價值、或不連續出版者。

()報紙

1. 聯合報、中國時報、經濟日報、工商時報、自由時報保留六個月。

2. 其餘報紙保留三個月。

二、視聽資料:毀損不堪使用者,內容具參考價值者,另提採購需求。

三、電子資源:

()離線電子資源之內容不具參考價值者。

()離線電子資源毀損不堪使用者,若內容具參考價值者,另提採購需

求。

()免費網路資源若內容已失正確、客觀、新穎、權威或連結無效等因素

者,取消連結。

柒、贈送書刊資料

一、受贈原則

() 符合智慧財產權者。

() 內容需符合本館館藏政策。

() 學位論文、技術報告及研討會論文集。

() 公播版之視聽資料。

() 珍本秘笈。

() 破損、掉頁、受潮或發霉、有蛀蟲之書不予蒐藏。

() 國小至高中之教科書、參考自修、筆記、非本校畢業紀念冊及校刊、

農民曆、及其他宗教宣傳品、零星之單期雜誌、報紙及少於50頁之

小冊子不予蒐藏。

二、受贈資料處理原則

() 為讀者查詢資料方便贈書統一以本館之分類編目規則與排架規則

作業。

() 受贈資料如館內已有收藏,本館可自動淘汰或轉贈它館。

三、獎勵辦法

凡捐贈圖書資料者,致謝函。

捌、採訪途徑

一、館藏推薦

() 系所推薦:各學科之專業圖書期刊資料,由各系所教師共同推薦。

() 本館推薦:圖書館專業圖書及期刊,及一般學科之基礎級資料及媒體資料,由圖書館採編蒐書目資訊及採納諮詢服務相關人員意見,並參考館藏借閱使用情形予以主動薦購評選。

() 讀者推薦:讀者可以經由線上薦購方式提出購書需求,查核複本後本館盡量加以採購,並於書到館後主動通知讀者前來借閲。

() 校外推薦:由書商、出版社、作者等提供推薦目錄,轉薦各相關系所供選購參考。

() 資料庫試用推薦:電子館藏由圖書館蒐集資料庫資訊、館際合作聯盟、讀者或教學單位推薦試用評估。

二、採購方式

() 圖書及視聽多媒體採購

1、統購採購:除獨家專售出版品外,中西文圖書、視聽多媒體資料

以招標統購方式,向中信局得標數家合約代理商辦理

統購採買為原則。

2、自行介購:為能購入新出版或優惠價之專業圖書及視聽多媒體資

料,本校教師於出國出席會議期間,得不經本館事先

同意介購新台幣二萬元以下資料,所介購之資料需為

最近一年內出版,且與介購者本身之教學研究相關,

視聽多媒體資料需為公開播放版。

3、緊急採購:為能及時購入教學研究所需之圖書及視聽多媒體,如

教授指定用書或讀者線上介購圖書等列為優先採購

之資料,不受招標統購限制,予以十萬元以下緊急採

購。

() 期刊採購

1、西文期刊以不重覆訂購為原則。

2、現期期刊訂購順序,以與教學研究相關之期刊優先,休閒性期刊

則視期刊經費狀況選擇訂購。

3、西文現期期刊以招標統購為原則。

4、過期期刊以館藏現期期刊為追溯原則。

() 電子館藏採購

1、電子資料庫採購的優先順序為:現有版本資料庫續訂、現有資料

庫版本升級、全文期刊資料庫、補充各領域不足之資料庫。

2、以館際合作聯盟方式採購,降低經費為原則。

3、使用權與擁有權之取捨:綜合考量資料使用便利性、使用頻率高

低、成本支出及資料保存價值等因素,分intranet(建置自有資料

)internet不限人次、internet限制人次、單機光碟、計次付

費等不同等級方式採購。

美國國會館藏發展政策聲明:

1.The Library should possess all books and other library materials necessary to the Congress and the various officers of the Federal Government to perform their duties.

2.The Library should possess all books and other materials (whether in original form or copy) which record the life and achievement of the American people; and

3.The Library should possess in some useful form, the records of other societies, past and present, and should accumulate, in original or in copy, full and representative collections of the written records of those societies and peoples whose experience is of most immediate concern to the people of the United States.

書刊採購預算分配原則:
1.圖書視聽資料:各科主治醫師每人每年5,000元;住院醫師每人每年2,500元。行政單位購書經費額度由圖書館委員會視每年經費審定。

2.期刊預算:由圖書館委員會依各科部單位人數及使用需求逐年編列。

交換贈送:
1.交換
:以本院之出版品交換其他單位之圖書期刊。
圖書館列出交贈單位清單後,交由發展部處理寄送事宜。


2.贈送
:
(1)複本期刊
(2)過期休閒期刊、報紙
(3)本館註銷之資料
(4)不符合本館蒐藏範圍之出版品
贈送對象:院內志工課或其他單位、本館讀者。

3.受贈:讀者贈送之資料不論醫學相關或休閒資料,原則上均接受。納入館藏之
受贈資料,本館將在資料上註明贈送者姓名。受贈資料若不符合本館
蒐藏原則,則轉贈本院其他單位或其他讀者。

COLLECTION DEVELOPMENT POLICY ELEMENTS
館藏發展政策基礎
A. Introduction 介紹
The main reason to write a collection development policy is to prevent the library from being driven by events or by individual enthusiasms and from purchasing a random set of resources, which may not support the mission of the library.
寫館藏發展政策的主要原因是,防止圖書館被事件或個體興趣迫使和購買規格不一的資源,這些是不能支持圖書館使命的因素

Besides, electronic resources are becoming increasingly important to libraries of all types and sizes, and are consuming an ever-increasing share of library budgets.
除此之外,電子資源的重要性越來越大至所有類型和大小的圖書館,是增加消耗圖書館的預算

Therefore, selection decisions concerning electronic information resources should also be made within an explicit collection development policy.
因此,選擇決定關於電子資訊資源應該同樣地被做在詳盡館藏發展方針的範圍內

This might be a separate policy or an integrated one.
這個可能是一個獨立的政策或被結合成一的政策

The first elements of a collection development policy will be a mission statement of the library, the purpose of this policy and the audience to whom it is addressed.

It should also include brief statements about the community or user group(s); description of the types of programs the library collection serves;

B. General Statements 一般的說明
Here will be listed characteristics that determine the direction of the development of the collection such as:

current focus only or also retrospective acquisitions; the resource types (monographs, periodicals, theses, gray literature, maps, etc.); languages; formats (printed, non-print or electronic);

Diversity(差異) in Collection Development:

An Interpretation(解釋) of the Library Bill of Rights
Collection development should reflect the philosophy(原理) inherent(內部、內在) in Article II of the Library Bill of Rights: “Libraries should provide materials and information presenting all points of view on current and historical issues(問題). Materials should not be proscribed or removed because of partisan or doctrinal disapproval.” Library collections must represent the diversity of people and ideas in our society. There are many complex facets to any issue, and many contexts(上下文) in which issues may be expressed, discussed, or interpreted. Librarians have an obligation(義務) to select and support access to materials and resources on all subjects that meet(等於), as closely as possible, the needs, interests, and abilities of all persons in the community the library serves.

Librarians have a professional responsibility to be inclusive, not exclusive, in collection development and in the provision of interlibrary loan(貨款). Access to all materials and resources legally(法律上) obtainable(可獲得) should be assured to the user, and policies should not unjustly(不公道地) exclude materials and resources even if they are offensive(進攻) to the librarian or the user. This includes materials and resources that reflect a diversity of political(政治), economic, religious, social, minority(少數), and sexual issues. A balanced(平衡) collection reflects a diversity of materials and resources, not an equality of numbers.

Collection development responsibilities include selecting materials and resources in different formats produced by independent, small and local producers(生產商) as well as information resources from major producers and distributors(經銷商) Materials and resources should represent the languages commonly used in the library’s service community and should include formats that meet the needs of users with disabilities(傷殘). Collection development and the selection of materials and resources should be done according to professional standards and established(建立) selection and review procedures. Librarians may seek(尋求) to increase user awareness(了悟) of materials and resources on various social concerns by many means, including, but not limited to, issuing lists of resources, arranging(安排) exhibits, and presenting programs.

Over time, individuals(個體), groups, and entities have sought(尋找) to limit the diversity of library collections. They cite a variety of reasons that include prejudicial(造成偏見) language and ideas, political(政治) content, economic theory, social philosophies, religious beliefs, sexual content and expression, and other potentially(淺在地) controversial topics. Examples of such censorship(審查) may include removing or not selecting materials because they are considered by some as racist(種族主義者) or sexist(性別歧視); not purchasing conservative religious materials; not selecting resources about or by minorities(少數) because it is thought these groups or interests are not represented in a community; or not providing information or materials from or about non-mainstream political entities. Librarians have a professional responsibility to be fair(復原), just, and equitable and to give all library users equal protection in guarding against violation of the library patron’s right to read, view, or listen to materials and resources protected by the First Amendment(校正), no matter what the viewpoint(眼界) of the author, creator, or selector. Librarians have an obligation to protect library collections from removal of materials and resources based(基本的) on personal bias or prejudice(偏見).

Intellectual(智力) freedom, the essence of equitable library services, provides for free access to all expressions of ideas through which any and all sides of a question, cause, or movement may be explored. Toleration is meaningless without tolerance(容忍) for what some may consider detestable. Librarians must not permit their own preferences to limit their degree(程度) of tolerance in collection development.
