美國國會館藏發展政策聲明:

1.The Library should possess all books and other library materials necessary to the Congress and the various officers of the Federal Government to perform their duties.

2.The Library should possess all books and other materials (whether in original form or copy) which record the life and achievement of the American people; and

3.The Library should possess in some useful form, the records of other societies, past and present, and should accumulate, in original or in copy, full and representative collections of the written records of those societies and peoples whose experience is of most immediate concern to the people of the United States.

書刊採購預算分配原則:
1.圖書視聽資料:各科主治醫師每人每年5,000元；住院醫師每人每年2,500元。行政單位購書經費額度由圖書館委員會視每年經費審定。

2.期刊預算:由圖書館委員會依各科部單位人數及使用需求逐年編列。

交換贈送:
1.交換:以本院之出版品交換其他單位之圖書期刊。
圖書館列出交贈單位清單後，交由發展部處理寄送事宜。

2.贈送:
(1)複本期刊
(2)過期休閒期刊、報紙
(3)本館註銷之資料
(4)不符合本館蒐藏範圍之出版品
贈送對象：院內志工課或其他單位、本館讀者。

3.受贈:讀者贈送之資料不論醫學相關或休閒資料，原則上均接受。納入館藏之
受贈資料，本館將在資料上註明贈送者姓名。受贈資料若不符合本館
蒐藏原則，則轉贈本院其他單位或其他讀者。
